First stable release of Arrel.

The code is the one of 1.0.0-rc.1: nothing changed after the release candidate. If you upgrade from an earlier version, read the behaviour changes listed in the 1.0.0-rc.1 notes: resources the user cannot list are now closed on every endpoint, custom actions without authorize() require edit permission, relation scopes are enforced on submit, and sign in and uploads are rate limited.

After updating, run php artisan arrel:assets again.
